The situation of people selling sick pigs, suspected of having the disease, pig buyers and pig transport vehicles causes the disease to spread widely, the management of slaughtering and transporting pigs in epidemic areas has not been carried out according to regulations. Diseases occur in small livestock farms that have not strictly applied disease prevention hygiene measures, disinfection, disinfection and biosafety farming.
Meanwhile, the veterinary system from provincial to commune level is very lacking, weak, and does not advise promptly and effectively on disease control, disease prevention and control measures; There is no or lack of veterinary staff to organize and handle outbreaks according to regulations. Many localities lack or do not provide information or propaganda about the danger of the disease, vaccines, and measures to control, prevent, and combat the disease. In some localities, the provincial government has not really paid attention and has not mobilized the entire local political system to organize disease prevention and control according to regulations.
Also according to Mr. Nguyen Van Long, although there is an African swine fever vaccine, localities and farmers have not organized vaccination for pork herds. In fact, some localities have done well in vaccinating against African swine fever and have been able to control the epidemic, such as Cao Bang, Bac Giang, Son La, Ben Tre, Tra Vinh, etc.
To ensure the prevention and control of African swine fever, the Department of Animal Health requests provinces and cities to focus resources to organize drastic and synchronous implementation of disease prevention and control solutions; proactively closely monitor the epidemic situation, ensure early detection, warn and direct timely and thorough handling of outbreaks, preventing the disease from spreading widely. The locality promptly supports and allocates funds for commune-level authorities to organize and completely handle outbreaks, preventing new outbreaks from arising.
At the same time, promote vaccination against African swine fever according to the direction of the Ministry of Agriculture and Rural Development in Official Dispatch No. 4870 on the use of vaccines against African swine fever. The authorities need to actively propagate and guide livestock households to clean barns and regularly spray disinfectant and disinfect barns; Actively guide people to raise livestock in the direction of biosecurity and proactively implement disease prevention measures.
