Receiving information and clarifying the case of a dog that often took photos with tourists at Lam Vien Square being brutally beaten, the Economic Department of Da Lat City has sent a document to the People’s Committee of Da Lat City to direct the strengthening of management and handling of business activities of taking photos with pets in the city.
The proposal document published by the Economic Department of Da Lat City on the morning of August 21st noted the situation of spontaneous business activities of taking photos with pets existing at Lam Vien Square, around Xuan Huong Lake, and the Night Market area.
According to the representative of the Da Lat City Economic Department, many reports on social networking platforms and press information pages about the above activities have negatively affected Da Lat’s tourism services.
At the same time, regularly inspect and detect subjects carrying out spontaneous business activities, animal abuse (if any), letting pets roam free, not wearing muzzles, not leashes, not being led in public places, defecating indiscriminately causing environmental pollution, etc. causing risks to people’s safety and traffic safety. Violations will be strictly handled according to regulations.
The People’s Committees of the two districts periodically report to the People’s Committee of Da Lat City on the implementation results before the 15th of each month (integrated into the socio-economic reports of the units) for monitoring and direction.
The People’s Committees of wards and communes are required to continue to strengthen information, propaganda, mobilization, guidance and recommendations to households with pets in the area to raise awareness, responsibility and compliance with legal regulations in the management of pets (dogs, cats, etc.).
At the same time, people are advised not to let their pets roam freely in public places, which is dangerous for people and unsanitary and unsightly. Continue to strengthen the handling of stray dogs and cats, and manage pets in the city according to the recent instructions of the Da Lat City People’s Committee.

The Dalat Agricultural Center will coordinate with the People’s Committees of wards and communes to capture, keep and handle stray dogs and cats, first in public areas, parks, Lam Vien Square, around Xuan Huong Lake, and the Dalat night market area. The unit is responsible for inspecting, supervising, guiding and urging the inspection, capture and handling of stray dogs and cats by the Dog and Cat Handling Teams of wards and communes.
Previously, on August 20, social networks were abuzz with a video recording the scene of an Alaskan dog being abused and beaten by a man at Lam Vien Square. According to the sharing, the dog is often brought here for tourists to rent and take pictures.
The image immediately went viral on social media groups, receiving fierce criticism from the public. Many people said that the action not only deserved condemnation for animal abuse, but also damaged the image of Da Lat.

A representative of Take Action Vietnam – an animal protection community in Vietnam, said he was present in Da Lat after receiving information about dog abuse at tourist attractions in the city.
“They abuse and mistreat animals, overwork pets, and train and beat them cruelly,” he said, proposing to end the business of taking photos with pets.
Pet photography services have existed for many years at famous tourist spots in Da Lat. The service costs about 30,000 – 50,000 VND/time to rent a pet dog for photography.
This service was condemned after an account posted pictures and videos of a pet dog being beaten by its owner because it refused to stand and take photos with tourists. This post attracted thousands of likes and comments calling for a boycott of the photography service, protesting animal abuse.
